With over 500,000 employees and an annual revenue of $61.6 billion last year, Accenture is the largest consulting firm in the world. While it specializes in IT services, it is involved in sectors such as banking, health, retail, and various federal government contracts – particularly for law enforcement.
In 2022, their Health and Public Service sector generated $11.2 billion. Approximately $7.4 billion of this was in public service, which includes “defense departments and military forces; public safety authorities; justice departments; human and social services agencies; educational institutions; non-profit organizations; cities; and postal, customs, revenue and tax agencies.”
In these engagements, Accenture promotes “situational awareness” technologies, a “data-driven approach” to policing that gives law enforcement agencies greater ability to surveil under the pretense of public safety. Much of their own informational materials stress their desire to “modernize public services” and increase data-sharing and artificial intelligence across government agencies, including pretrial.
$9,533,000 is the total amount committed to ATI programs and services in FY 2021-22.
MCJ Closure Workgroup Report Community Plan: “Within 18-24 months, the Committee recommends adding 3,600 beds for community-based mental health care and approximately 400 beds for individuals with serious medical, SUD and/or housing needs. The total number should be expanded within 36 months in line with the Executive Work Group calculations to sustain the jail reduction and closure.”
ATI Diversion / Alternatives to Incarceration Intercept Model: “Develop a strengths- and needs-based system of pre-trial release through an independent, cross-functional entity, situated outside of law enforcement, to coordinate voluntary needs and strengths assessments expeditiously upon booking, and to provide relevant information to court officers to make informed release decisions . Community based pretrial service providers (e.g. CASA); access to legal defense counsel; access to participatory defense in the community. Improve connection to community based services and resources through peer navigation for those on supervision, with continuity post-supervision
